วันที่ 4 ก.ย. บรรยากาศที่ชาวสวนยางและสวนปาล์มน้ำมันชุมนุมประท้วงกันที่แยกควนหนองหงส์ ต.ควนหนองหงส์ และแยกบ้านควนเงิน ต.บ้านตูล อ.ชะอวด จ.นครศรีธรรมราช ยังคงมีการปิดถนนสายเอเชีย 41 และปิดทางรถไฟ ส่งผลให้เกิดความเดือดร้อนกันเป็นวงกว้างในภาคใต้ทั้งทางรถยนต์และรถไฟ ขณะที่ทางรัฐบาลยังคงไม่ยอมลงมาแก้ปัญหา เนื่องจากคิดว่าเป็นเรื่องการเมือง
โดยในช่วงเช้าที่แยกบ้านควนหนองหงส์ยังคงมีชาวสวนยางและสวนปาล์มรวมตัวกันอยู่กลางถนนแต่มีจำนวนไม่มากนักเนื่องจากต้องทำมาหากินแต่หลังจากเที่ยงเป็นต้นไปจะมารวมตัวและเพิ่มจำนวนของผู้ชุมนุมเหมือนกับทุกวันโดยชาวบ้านจะผลัดเปลี่ยนกันขึ้นเวทีปราศรัยโจมตีรัฐบาลที่ไม่ยอมลงมาช่วยเหลือชาวสวนเป็นเวลา10 กว่าวันแล้ว จนวันที่ 3 ก.ย. มีชาวสวนยางออกมาปิดถนนที่ อ.ท่าศาลา และ อ.นาบอน ด้วย
พล.ต.ต.ธวัช บุญเฟื่อง รองเลขาธิการนายกรัฐมนตรี ลงพื้นที่จังหวัดนครศรีธรรมราช เมื่อช่วงค่ำวานนี้ และได้เข้าไปเจรจากับผู้ชุมนุมที่ถนนนครศรีธรรมราช-สุราษฎร์ธานี หน้าห้างเทสโกโลตัสท่าศาลา และรับข้อเรียกร้อง 5 ข้อ จนในที่สุดกลุ่มชาวสวนยางจากหลายอำเภอนับพันคนยอมสลายการชุมนุมเปิดเส้นทางให้รถสัญจรไปมาได้ตามปกติเมื่อช่วงกลางดึกของคืนวันเดียวกัน
และวันนี้พล.ต.ต.ธวัชจะเดินทางมาเจรจากับผู้ชุมนุมชาวสวนยางที่อ.ชะอวดที่ปักหลักชุมนุมปิดถนนประท้วงติดต่อกันมา13 วันแล้ว เพื่อให้การช่วยเหลือตามข้อเรียกของผู้ชุมนุมต่อ ขณะที่แยกหนองดี อ.นาบอน จ.นครศรีธรรมราช ได้มีชาวสวนยางมาปิดถนนเอเชีย 41 ตลอดทั้งคืน จนถึงขณะนี้ยังคงปักหลักปิดถนนโดยไม่ยอมให้รถผ่านถนนดังกล่าว
ที่จ.ตรัง เวลา 10.00 น. ผู้สื่อข่าวรายงานว่า กลุ่มพลังมวลชน และกลุ่มเกษตรกรชาวสวนยางพาราในจังหวัดตรัง ยังคงชุมนุมประท้วงเพื่อเรียกร้องให้รัฐบาลประกันราคายางพาราอย่างน้อยกิโลกรัมละ 100 บาท ด้วยการกางเต็นท์ตั้งเวทีไฮปาร์ค บนถนนกลางสี่แยกอันดามัน ตำบลเขากอบ อำเภอห้วยยอด และนำอุปกรณ์ต่างๆ มาปิดกั้นถนนเส้นทางเข้าสู่ตัวเมืองตรัง รวมทั้งเส้นทางที่เดินทางไปยังพื้นที่ภาคใต้ฝั่งอันดามัน แต่รถก็ยังสามารถสัญจรไปมาได้โดยใช้เส้นทางเบี่ยง เพียงแต่ต้องใช้ระยะเวลาเดินทางมากขึ้น
ทั้งนี้ในช่วงเช้ามีกลุ่มผู้ชุมนุมประท้วงเหลืออยู่จำนวนไม่กี่คนโดยส่วนใหญ่ยังคงกลับไปทำภารกิจส่วนตัวที่บ้านและเฝ้ารอผลการเจรจาล่าสุดจากทางรัฐบาลหากไม่เป็นตามที่ตกลงไว้ก็จะมีการหารือกันอีกครั้งในช่วงบ่าย เพื่อหารือเรื่องของการยกระดับการชุมนุมหรือการเคลื่อนไหว โดยมีการส่งการ์ดไปประจำอยู่ตามจุดต่างๆ เพื่อดูแลรักษาความปลอดภัยให้กับผู้ชุมนุม โดยมีกำลังเจ้าหน้าที่ตำรวจจาก สภ.ในจังหวัดตรัง มาประจำอยู่ตามจุดต่างๆ รอบพื้นที่การชุมนุม รวมประมาณ 50 นาย
ขณะที่บริเวณหน้าสหกรณ์สุราษฎร์ธานี หรือโคอ๊อป บนถนนสายเอเชียหมายเลข 41 อ.พุนพิน จ.สุราษฎร์ธานี เกษตรกรชาวสวนยางพาราและปาล์มน้ำมันภาคใต้ ยังคงชุมนุมปิดการสัญจรทั้งขาขึ้นและขาล่องสายใต้ ซึ่งผู้ชุมนุมยืนยันว่าต้องการให้ราคายางพารา อยู่ที่กิโลกรัมละ 120 บาทและปาล์มน้ำมัน ราคากิโลกรัมละ 7 บาท โดยให้เวลาถึงเที่ยงวันนี้ หากรัฐบาลไม่มีความเคลื่อนไหวหรือการตัดสินใจใดๆ จะยกระดับการชุมนุมเพิ่มขึ้นไปอีก โดยผู้ชุมนุมส่วนใหญ่ยังคงปักหลักอยู่ภายในบริเวณโคอ๊อป ในขณะที่แกนนำจากหลายจังหวัด ผลัดเปลี่ยนทยอยขึ้นเวที เพื่อประกาศจุดยืนตามเงื่อนไขราคาดังกล่าว
นายเอียด เส้งเอียด ผู้ประสานงานภาคีเครือข่ายเกษตรกรชาวสวนยางพาราและปาล์มน้ำมัน กล่าวถึงการเจรจากับพล.ต.ต.ธวัช และตัวแทนกลุ่มเกษตรกรชาวสวนยางพารา 15 คนในวันนี้ว่า พล.ต.ต.ธวัช ได้ประสานมายังตน ว่านัดหมายเจรจา เชิญตัวแทนเกษตรกรทั้งหมด ไปพูดคุยกัน ที่ว่าการอำเภอร่อนพิบูลย์ ในเวลา 11.00 น. เพราะ พล.ต.ต.ธวัช ร้องขอมาว่าไม่สะดวกที่จะเดินทางมาที่ อบต.นาหมอบุญอ.จุฬาภรณ์ จึงเชิญ ตัวแทนเกษตรกรไปคุยกัน ที่ว่าการอำเภอร่อนพิบูลย์ แทน ซึ่งตนและตัวแทน จะไปร่วมเจรจากับ พล.ต.ต.ธวัช ท่ามกลางสักขีพยานที่เป็นสื่อมวลชนด้วย
ทั้งนี้ นายเอียด มองว่า การที่คณะรัฐมนตรี มีมติจ่ายเงินชดเชยให้เกษตรกรชาวสวนยาง ไร่ละ 1,260 บาท ไปแล้วโดยไม่สนใจข้อเรียกร้องของกลุ่มเกษตรกรชาวสวนยางพาราในภาคใต้ แต่ยังส่งตัวแทนเข้าเจรจานั้น อาจเป็นการซื้อเวลา แต่ทั้งนี้ ตนยืนยันว่า รัฐบาลควรที่จะรับฟังปัญหาของชาวสวนยางทางภาคใต้บ้าง เพราะขณะนี้ ในหลายพื้นที่ได้มีการยกระดับการชุมนุมไปแล้ว และอาจรุนแรงถึงขั้นปิดสนามบิน ซึ่งอาจส่งผลกระทบในระดับประเทศได้
เวลา 09.30 น. ที่ทำเนียบรัฐบาล พล.ต.อ.ประชา พรหมนอก รองนายกรัฐมนตรี กล่าวถึงกรณีที่ม็อบสวนยางขู่ปิดสนามบินสุราษฎร์ธานี หากการเจรจากับรัฐบาลไม่ได้ผล ว่า เรื่องนี้ครม.มีมติที่จะช่วยเหลือเกษตรกร และรัฐบาลได้ออกมาชี้แจงรายละเอียดไปแล้วว่าจะช่วยในการลดปัจจัยต้นทุนการผลิต ขณะนี้พล.ต.ต.ธวัช บุญเฟื่อง รองเลขาธิการนายกรัฐมนตรี ได้พูดคุยกับแกนนำที่บริเวณโค-อ๊อป จ.สุราษฎร์ธานี จากนั้นจะไปพูดคุยกับแกนนำม็อบที่อ.ชะอวดจ.นครศรีธรรมราช เพื่อให้ได้ข้อสรุปส่วนหนึ่ง แต่หากยังไม่ได้ข้อยุติและแกนนำยังไม่พอใจก็ให้เชิญมาพูดคุยกับรัฐบาล ที่มีนายกิตติติรัตน์ ณ ระนอง รองนายกรัฐมนตรีและรมว.คลังในฐานะประธานคณะกรรมการนโยบายยางธรรมชาติ(กนย.) และนายยุคล ลิ้มแหลมทอง รองนายกรัฐมนตรีและรมว.เกษตรและสหกรณ์ ที่กทม.ในช่วงบ่ายของวันนี้ ซึ่งพร้อมจะพูดคุยกับเกษตรกรอยู่แล้ว หากใครยังมีความเห็นต่างในแนวทางการช่วยเหลือของรัฐบาล โดยเฉพาะผู้ที่ยังชุมนุมอยู่นั้น ให้มาพูดคุยกัน โดยรัฐบาลจะเปิดเวทีให้ที่กทม.โดยตนก็พร้อมจะไปร่วมรับฟังเพราะเราอยากให้มีการพูดคุยกันให้ได้ข้อสรุป ส่วนพื้นที่อื่นๆที่มีการชุมนุม เจ้าหน้าที่ที่เกี่ยวข้องทั้งฝ่ายปกครอง ตำรวจ ในจังหวัดนั้นๆ ได้พูดคุยอย่างต่อเนื่อง
พล.ต.อ.ประชา กล่าวว่า ส่วนความคืบหน้าคนร้ายยิงนายศิริชัย บุญนุวงศ์ การ์ดสวนยางจนเสียชีวิต เจ้าหน้าที่ได้สืบสวนสอบสวนจนคลี่คลายออกมาแล้วว่าไม่ใช้การกระทำของเจ้าหน้าที่แต่เป็นการยิงกันเองในกลุ่มผู้ชุมนุมซึ่งทะเลาะกันเองทางพนักงานสอบสวนจึงได้ขออำนาจศาลออกหมายจับนายเกียรติศักดิ์หรือดม จันทร์คง เรียบร้อยแล้ว
“ใครที่เห็นต่างก็มาคุยกัน เพราะแนวคิดที่รัฐบาลช่วยเหลือก็ถือว่าเป็นประโยชน์ที่น่ารับไว้พิจารณา ส่วนการบังคับใช้กฎหมายในพื้นที่ รัฐบาลมอบให้ผู้ว่าฯพิจารณาสถานการณ์ในแต่ละพื้นที่ว่าควรจะใช้มาตรการอะไรบ้าง ขณะนี้สามารถใช้พ.ร.บ.ป้องกันและบรรเทาสาธารณภัย พ.ศ.2550 ได้อยู่แล้ว ดังนั้นที่ขู่ว่าไปปิดสนามบินคงทำไม่ได้ และหากวันนี้ถ้าการพูดคุยและข้อเรียกร้องของชาวสวนยางไม่ได้รับการตอบรับจากรัฐบาล และขู่ปิดสนามบินนั้น เรามีมาตรการเตรียมไว้อยู่แล้ว และยืนยันว่าให้ปิดสนามบินไม่ได้เด็ดขาด เพราะกระทบกับภาพลักษณ์ของประเทศ”
เมื่อถามว่าแกนนำบางคนที่ถูกออกหมายจับกังวลว่าหากขึ้นมาเจรจากับรัฐบาลแล้วอาจถูกรวบตัวได้พล.ต.อ.ประชากล่าวว่าการออกหมายจับกับการพูดคุยเป็นคนละเรื่องกัน สามารถผ่อนปรนได้แต่ต้องอยู่ในเกณฑ์ที่เราสามารถทำได้ เพราะเราอยากให้คุยให้จบ หากกังวลก็ให้เดินทางมาพร้อมกับเจ้าหน้าที่และเดินทางกลับพร้อมกับเจ้าหน้าที่ของเรา แต่เรามองว่าแกนนำที่จะมาพูดคุยนั้นคงไม่มีหมายจับแต่คนที่มีหมายจับถ้าเกรงว่าจะไม่ได้รับความคุ้มครองก็ไม่ต้องมาให้คนที่ตัดสินใจมาแทนได้ผู้สื่อข่าวถามว่าแสดงว่ารัฐบาลจะไม่มีตัวแทนระดับรัฐมนตรีลงไปพูดคุยด้วยใช่หรือไม่รองนายกรัฐมนตรีกล่าวว่า คิดว่าการพูดคุยน่าจะเริ่มที่กทม.เพราะมีหน่วยงานราชการที่สามารถตัดสินใจได้อยู่ที่น่าและเราพร้อมสนับสนุนเรื่องยานพาหนะในการเดินทางอยู่ได้แล้วจึงอยากให้เดินทางมาคุยกันส่วนผลจะออกมาเป็นอย่างไรก็เป็นเรื่องหนึ่ง
ต่อข้อถามว่าหน่วยงานความมั่นคงประเมินสถานการณ์ขณะนี้ว่าจะคลี่คลายหรือบานปลายอย่างไรพล.ต.อ.ประชากล่าวว่าขึ้นอยู่กับการพูดคุยกันหากเข้าใจก็คลี่คลายไปได้ แต่ถ้าไม่จบก็พูดกันต่อไปได้เรื่อยๆ และคิดว่าต้องติดตามสถานการณ์กันวันต่อวัน โดยจะใช้การบังคับใช้กฎหมายอย่างเหมาะสม อย่างไรก็ตามเรื่องการปิดเส้นทางคมนาคม มีจำนวน 3 จุด คือบริเวณบ้านตูล ควนหนองหงส์ อ.ชะอวด และบริเวณโค-อ๊อป จ.สุราษฎร์ธานี แต่ประชาชนยังสามารถใช้ทางเบี่ยงในการสัญจร
เมื่อถามว่ารัฐบาลกังวลว่าจะมีการสร้างสถานการณ์หรือมือที่สามเข้าไปแทรกแซงและโยนให้เป็นการกระทำของเจ้าหน้าที่รัฐหรือไม่พล.ต.อ.ประชากล่าวว่าเรื่องนี้เราระมัดระวังป้องกันอยู่แล้ว และประเด็นนี้ก็เป็นสาเหตุหนึ่งที่เราต้องรีบให้มีการพูดคุยระหว่างรัฐบาลและแกนนำเกษตรกร ให้เข้าใจ เพราะการชุมนุมที่มีคนหมู่มากมาอยู่รวมกัน อาจนำไปสู่การทะเลาะและทำร้ายกันได้
